Ken Roth, executive director of Human Rights Watch, speaks at the University of Minnesota’s Humphrey School on Oct. 2. In a wide-ranging talk, Roth discussed the need to form rational national foreign policy around the use of drones—but not ban them outright. He also explained his proposal, shared with the president’s chief of staff and others, to demilitarize anti-terrorism efforts in favor of strengthened policing tactics, while addressing a bevy of other human rights topics.
