This explanation offered by Alex Lovering in this video–that Charlie Chaplin somehow captured a time traveler on film in his classic 1928 movie “The Circus”–is absurd. Unless the time traveler packed her own cell phone network and towers.

But then, what the heck is this person doing? It does look for all the world like she is talking on a cell phone, and not just because she has her left hand cupped around her ears. As she stops and turns to the camera, she is clearly speaking. So no, this is not a time traveler. But, yes, this is very weird.
